No Protests of SBA Mentor-Protégé Agreements, Says OHA

The SBA’s mentor-protégé program offers powerful benefits. To help ensure that only legitimate small businesses take advantage of the program, the SBA asks applicants a series of questions about potential affiliation between the prospective mentor and protégé.

But once the SBA signs off on a mentor-protégé agreement, that’s that. As the SBA Office of Hearings and Appeals recently confirmed, competitors cannot use the size protest process to challenge whether an SBA mentor-protégé agreement should have been approved in the first place.

Mentor-Protégé Consolidation Goes Live: What Does this Mean for You?

The 8(a) Business Development Mentor-Protégé Program has officially been consolidated into the All-Small Mentor-Protégé Program. The goal: to eliminate duplications in regulations and to alleviate confusion between the two programs.

This change has been years in the making. Since the All-Small Mentor-Protégé Program was introduced in 2016, confusion between the two programs has persisted. SBA began looking at how to streamline the programs. We first wrote about the proposed rule changes back in November 2019.

SBA has now implemented its overhaul and consolidation through a final rule; follow along as we take you through what you need to know about the new rules.

SBA Confirms Mentor can Own 40% of Protégé and Get 60% of Joint Venture Workshare

The SBA’s recent final rule on Mentor-Protégé Program consolidation included a number of important updates and clarifications. Among these was an explanation of the rules involving a mentor owning part of a protégé while also being part of a joint venture with the same protégé. It’s something I’ve always wanted SBA to confirm, so I’m glad they did.

Legislative Updates: Small Business Bills in the House (& Senate)!

Just like the elves in Santa’s workshop, Congress has been busy this winter season! Among the chaos, three bills with the potential to impact small business Federal government contractors have been percolating. The first and third bill propose amendments to laws already in place covering surviving spouses of SDVOSB owners and the Department of Homeland Security’s Mentor-Protege Program, while the second bill proposes an entirely new SBA program for small businesses geared toward promoting research and development efforts.

Alert! SBA Proposes to Consolidate the All-Small and 8(a) Mentor/Protégé Programs

As many small business government contractors know, the SBA offers two mentor/protege programs: one reserved for 8(a) participants; the other, a universal program open to all small businesses—not just 8(a) companies.

Since the All-Small Mentor/Protege Program was rolled out in 2016, many have wondered why the SBA still runs two programs, instead of a single, consolidated program.

Fans of government efficiency, your cries are soon to be answered. Earlier today, the SBA issued a comprehensive proposed rule that, among other things, would consolidate the 8(a) Mentor/Protégé Program into the All-Small Mentor/Protégé Program.
