The Iowa State University Procurement Technical Assistance Program provides its clients a wide range of resources thanks to its existence as a part of ISU’s Center for Industrial Research and Service. “We engage with our clients at multiple levels to help them develop successful businesses,” says Pam Russenberger, the statewide PTAP director.
The Iowa PTAP works extensively with small businesses new to the government market, assisting contractors in developing marketing initiatives and preparing their first successful proposals. “Helping a new government contractor receive its first contract, even if it is for only $5,000, is an incredibly rewarding experience,” Russenberger says.
The Iowa PTAP’s services extend well beyond a company’s initial forays into the government marketplace. The PTAP assists new and experienced contractors alike with obtaining and leveraging socioeconomic certifications, including 8(a), SDVOSB, WOSB, and HUBZone certifications, as well as obtaining and taking advantage of GSA Schedule contracts. The Iowa PTAP’s services don’t end when the contract is awarded; the PTAP helps contractors successfully perform on contracts and improve their performance ratings.
The Iowa PTAP’s partnership with CIRAS allows the PTAP to provide broad, business-centered services to its clients, as well. Since 1963, CIRAS has provided a host of business development services to Iowa companies, helping companies improve their financial performance, enhance their capabilities, and otherwise develop their businesses.
Iowa PTAP counselors are located in Des Moines, Ames, Bettendorf, Cedar Rapids, and Council Bluffs. Counselors frequently work with contractors in one-on-one sessions, but increasingly engage with contractors electronically, as well. Among other electronic resources, the Iowa PTAP regularly posts news, updates, and tips on its LinkedIn discussion page, and sponsors a monthly “virtual coffee talk group” where participants can interact with contractors and other industry professionals.
In addition to one-on-one counseling, the Iowa PTAP sponsors or co-sponsors a number of in-person seminars and industry days. On January 29, the PTAP will host “Learn Before You Leap: Business Considerations for Government Contracting” in Bettendorf. On April 7, the Iowa PTAP will sponsor the Iowa Vendor Conference in Ankeny. The Iowa Vendor Conference will include exhibitors from government agencies, educational workshops, networking opportunities, and much more.
